The proposed revision of the Land Use, Land Use Change and Forestry (LULUCF) Regulation has raised the EU carbon sinks target for 2030, which is absolutely necessary in order to reach our climate goals.

However, the trends are now negative: we are losing carbon sinks in the land use and forestry sector, which has already become a net emitter in some heavily forested Member States. The proposed revision of the Renewable Energy Directive, which would improve the sustainability criteria, is still being negotiated by the co-legislators. Meanwhile, we have seen how some Member States, including those with LULUCF net emissions, are investing in new bioenergy plants, including with the financial support of the EU.

In this context,

1.Does the Commission still believe that the new LULUCF targets will be achieved under these conditions?2.If not, is there a plan B to achieve climate neutrality and meet the 2030 climate targets?3.Will the issue of bioenergy use and its implications for carbon sinks be properly assessed in the 2040 climate plan that the Commission is preparing?
